Comparing the two, they usually are in similar territory, but there are exceptions to uses.
Personally, Limit Reverse proves more variable by being able to revive searchers such as Sangan, whilst Angel Lift cannot.
Whilst they both lose out to the ever powerful Call of the Haunted, decks that still need more recursion of cards have to make the call between the two.
Whilst Angel Lift can call out bigger and hopefully badder monsters, as well as those with ? ATK,
As opposed to this, Limit Reverse can call out monsters with up to 1000ATK, usually allowing the calling of level 3s or 4s.
