    He means Empty Space Sea Serpent Levaiel:

    2 Level 3 monsters
    Once per turn, you can remove 1 Exceed Material Monster from this card to select 1 Level 4 or lower removed from play monster, and Special Summon it to your side of the field.

    And not a bad idea!
