It doesnt cause the opponent to take burn damage after reducing the damage to 0, like some cards, it causes the OPPONENT to take damage for the OPPONENTS EFFECTS.
Hence: Doesnt start chain link, and having two of these out means it doesnt cause an infinite loop.
How this works:
Player A and B have Surging Knight Dragoequites out. Either one has a Level B limit, hence why they dont kill each other.
Player A activates Death Meteor or something.
Dragoequites B's continuous effect causes player A to take damage from player A's Death Meteor.
Because Player A's death Meteor isnt player B's card, Player A's Dragoequites cannot turn the burn on the enemy.
Player A is a dumbass and gets burnt.

Just wondering, doesnt Surging Knight Dragoequites have to be in Attack Position for it burn-back effect to occur?

Dragoequites has following restriction...
[Also, while this card is on the field in face-up Attack Position, any effect damage you would take as a result of opposing card effects is instead taken by your opponent.]
It must be in Attack Position to "counterburn". But, you can replace Area B with Gravity Bind and get the same result.
