Cyber Eltanin

If you summon Cyber Eltanin and use some Level Stealers, its easy to summon some big monsters such as Bloo-D, Arkana Force EXs, Obelisk, or other monsters.

    [This card cannot be Tributed except for a Tribute Summon (TCG text).]

    Is the OCG version different? In the TCG we can Summon the above monsters with that strategy except Bloo-D.

    Arcana Force says 'sends to the Graveyard' so it is OK
    Bloo-D says 'tribute' so Level Stealer is not OK.
    And if you send all the monsters to the Grave by Eltanin, what can Bloo-D equip?
